The role is responsible for translating policy and regulatory developments into practical, actionable solutions, ensuring regulatory alignment while advocating for balanced, risk based, and industry wide improvements that support business growth and market stability.
The position serves as a key technical and advocacy interface between PVA and regulators, ministries, industry associations, and other relevant authorities. Reporting to the Head of Government Relations, the role works closely with Group Government Relations and regional teams to align local advocacy with Group positions and global best practices, positioning PVA as a credible, constructive, and trusted industry participant.Job Accountability: / Phạm vi công việc1. - Identify and map key stakeholders across government, regulatory bodies, and relevant functional areas (e.g., Digital, Health, Sustainability, Investments) pertinent to Prudential’s operations in Vietnam.
- Lead the development and work with the PVA GR team on implementation of GR strategy, stakeholder plans and initiatives to build strategic relationships with key government and regulatory stakeholders.
- Ensure alignment between PVA, Group GR and PVA GR strategies, and develop actions supporting product approvals, operations, compliance, and advocacy objectives.
- Coordinate closely with Group and Regional GR teams to ensure consistency in policy positions, advocacy messaging, and stakeholder engagement approaches.
- Monitor and analyze regulations, circulars, draft policies, and regulatory developments and trends affecting insurance operations and related business activities.
- Provide in depth technical analysis and impact assessments and sound recommendations to internal stakeholders, highlighting operational risks, implementation challenges, and compliance requirements.
- Prepare and deliver technical position papers, consultation responses, submissions, and proposals to regulators, industry bodies, and relevant authorities to influence regulatory outcomes in a practical, business enabling manner.
- Maintain regular, professional, and constructive working level engagement with regulators, ministries, and relevant government or quasi government authorities, and NGOs. Act as PVA’s technical and advocacy representative in consultations, regulatory reviews, inspections, audits, hearings, and clarification sessions.
- When required, and in coordination with the Head of Government Relations, Legal, Risk & Compliance, and Corporate Communications, support or represent PVA in engagements involving the media, legal, and other public or regulatory authorities, ensuring positions are accurate, consistent, and reputationally aligned.
- Build trusted relationships with regulatory and public sector counterparts to facilitate constructive dialogue, early issue resolution, and smoother regulatory processes.
- Represent PVA in industry associations, technical committees, and regulatory working groups, contributing deep subject matter expertise and advocacy input.
- Coordinate PVA’s technical and policy positions within associations to ensure consistency with Company and Group priorities.
- Actively support industry wide initiatives that promote sustainable, transparent, and technically sound regulatory frameworks.
- Support regulatory approvals for products, riders, pilots, and operational initiatives.
- Facilitate inspections, audits, reporting, hearings, and technical submissions to authorities.
- Anticipate regulatory or policy bottlenecks and proactively engage authorities to minimize business disruption and regulatory risk.
- Offer practical recommendations to support decision making, risk management, and operational planning.
- Ensure all government relations, advocacy, and external engagement activities comply with Company and Group standards, including anti bribery, transparency, ethical conduct, and media engagement requirements, in line with GR manuals and internal policies.
- Support internal awareness and training on regulatory engagement protocols, advocacy boundaries, and compliance expectations.
- Provide timely, concise, and action oriented updates to senior management on regulatory trends, policy risks, advocacy priorities, and engagement outcomes.
- Maintain structured records of regulatory interactions, advocacy activities, and outcomes.
- Work collaboratively with Group and Regional GR, Legal, Risk & Compliance, and Communications teams to leverage shared expertise and resources.
- Contribute to the development of internal regulatory and government relations capabilities through knowledge sharing and mentoring.
- Undertake special projects or assignments as directed by the Head of Government Relations or senior management, demonstrating sound judgment, flexibility, and strong execution discipline.
- Bachelor’s degree in Law, Public Policy, Political Science, Public Administration, Business Administration, or related disciplines.
- Advanced qualifications or certifications in regulatory affairs, compliance, insurance, or public policy are an advantage.
- 8–10+ years of experience in Government Relations, Regulatory Affairs, Legal, or Policy roles.
- Proven hands on experience engaging directly with regulators and industry associations.
- Experience in insurance, financial services, or other regulated industries is strongly preferred.
- Exposure to advocacy driven regulatory issues or court / quasi judicial processes is an advantage.
- Strong technical understanding of regulatory frameworks and policy processes.
- Ability to translate complex regulations into practical business and advocacy implications.
- Strong stakeholder engagement, negotiation, and communication skills.
- Excellent analytical, drafting, and problem solving capabilities.
- Ability to manage multiple regulatory and advocacy matters simultaneously with attention to detail.
