Working with the Manager, Grants, Senior Finance and Administration Manager, and Manager, HR and Administration, the position manages end-to-end procurement-vendor identification, bid evaluation, contracting-while ensuring fairness, integrity, and value for money. It also oversees general project administration, including office management, reception and managing enquiries, inbound and outbound communications, project goods and services tracking management, assets register, travel arrangements and providers, project records and filings, enabling effective implementation across project areas of implementation in Vietnam.By effectively managing project office administration, securing timely goods and services, maintaining vendor relations, and supporting teams with efficient systems, the role directly contributes to USDA Food for Progress Vietnam project's objectives. USDA FFPr Vietnam is a 5-year project develop the aquaculture and feed sector value chains in Vietnam between October 1, 2025, and September 30, 2030.The program has three interlinked components:
1.Develop the supply of quality fry and fingerlings.
2.Increase U.S. soy usage in aquafeed for tilapia production.
3.Improve Tilapia production and processing to meet domestic and export market demandResponsibilities:
- Provide day-to-day effective administrative and operational support to project teams, including scheduling meetings, drafting correspondence, maintaining calendars acting as the front office contact and reception
- Assist in preparing project documentation such as contracts, purchase orders, and filing records.
- Support logistics for workshops, trainings, and events, including travel arrangements and material preparation.
- Maintain project databases as directed track expenditures, and assist with budget monitoring.
- Ensure accurate filing of project documents (digital and hard copy) in compliance with organizational standards.
- Manage vendor solicitation, bids, and quotations in line with LWR policies and approved plans.
- Draft cost and proposal evaluations, selection memos, and convene procurement committee meetings.
- Support staff in developing clear ToRs, SOWs, and procurement specifications.
- Support technical staff and Grants Manager to conduct cost/price analyses, prepare evaluation data, and ensure compliance with donor rules.
- Monitor procurement activities, track delivery status, and liaise with vendors.
- Develop and manage supplier rosters, evaluation criteria, and performance systems.
- With COP, Senior Finance and Admin Manager and the Grants Manager , prepare procurement plans and support progress reports (monthly, quarterly, annual).
- Lead bid solicitation processes (RFQ, RFP, tenders) and ensure transparent evaluation.
- Draft and manage contracts, leases, and purchase orders.
- Maintain up-to-date procurement files and vendor databases.
- Manage vendor relationships, address complaints, and evaluate performance.
- Support compliance requirements for sub-recipients.
- Liaise with vendors, consultants, and partners to support operational needs.
- Draft and format reports, presentations, and meeting minutes as directed.
- Monitor deadlines, deliverables, and follow-up items to keep tasks assigned on track
- Provide support to grants and finance teams as required.
- Bachelor's degree in accounting, business management or related fields with at least three (3) years working experience or equivalent combination of education
- At least 2 years administrative office experience in an international organization.
- Prior internship or experience working with international partners (NGO/FBO/CBOs, universities and other technical institutions) is highly desirable.
- Demonstrated knowledge of administrative operations and office procedures.
- Strong organizational and multitasking abilities.
- High attention to detail and ability to maintain confidentiality.
- Customer-service orientation.
- Ability to communicate effectively, both verbally and in writing.
- Demonstrated proficiency in Office 365 applications including Word, Excel, SharePoint, and PowerPoint.
- Ability to work effectively both independently and as part of a team.
- Professional proficiency in written and spoken English and Vietnamese. Additional language(s) spoken in the region a plus
- Authorization to work legally in Vietnam.
- The physical requirements that may be needed to execute responsibilities may include bending, standing, and walking, etc.

- LWR has an in-person work policy, with all employees reporting to the office Monday through Friday. The employee may occasionally be required to work outside normal office hours to meet project deadlines, reporting requirements, or during field missions, in accordance with applicable labor regulations through Ministry of Labour, Invalids and Social Affairs (MOLISA).
- This position must be able to travel as required for standard business purposes. While performing the duties of this job in different locations, the employee may be exposed to precarious settings under high-security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.
