As growing their scale of operations in Vietnam, our client is looking for a Procurement Manager, who will be responsible for all procurement activities related to oil & gas category in Vietnam. As a Procurement Manager you will be expected to have extensive experience in sourcing, cost management and liner business. This position polishes your ability to deliver results through internal and external stakeholders.As a Procurement Manager, you will report directly to the Chief of Finance Officer and lead a team of 2-3 staff to cover the following tasks:

Leading the Fuel Category, focus on oil & gas projects in Vietnam.
Preparing and developing procurement execution plan including the strategy for critical packages, including all relevant templates (Purchase Order/Service Contract terms & conditions)
Managing project procurement process to ensure the strict compliance of the procurement procedure especially the supplier/vendor selecting process, periodically reporting the procurement status and accountable to company stakeholders.
Qualifying and developing the new suppliers. Preparing and updating the Project Master Vendor/Supplier List
Organising and assigning procurement packages to appropriate buyers, approving all procurement documents before submission to Client and/or company stakeholders.
Reviewing and negotiating the critical purchase orders/contracts, getting involved to resolve the issues (technical/progress/commercial issues) during order execution stage based on requirements of the hiring company)
Controlling purchasing budgets.
Daily reviewing/analysing the procurement activities to detect and timely resolve in critical issues/problems.

Minimum 5-7 years of experience as a senior Procurement professional in either Strategic Sourcing, Vendor Management or Category Management
Understanding of local supplies in Oil & Gas category
Proficient in English and Vietnamese
Proficient in using Microsoft Excel
Excellent in tendering, negotiation and contracting skills
