1. Strategic Advocacy & Planning:
  • Develop and implement comprehensive government relations strategies aligned with organizational goals.
  • Draft policy briefs, advocacy materials, and position papers to support the company's interests in regulatory discussions.
2. Relationship Management:
  • Build and maintain strong relationships with the Ministry of Finance (MOF), Insurance Supervisory Authority (ISA), and other relevant government agencies.
  • Be the contact point of CLV and handle correspondence with government agencies.
  • Initiate and arrange meetings with Government Officers.
  • Support business departments in discussions with Government Officers on matters relating to CLV business.
  • Ensure all interaction activities with Government Officers comply with relevant laws and regulations of Vietnam and Chubb Life.
3. Representation: Represent the company in industry forums, working groups, and public consultations organized by the Vietnam Insurance Association and government stakeholders.
4. Internal Collaboration: Work with internal departments (e.g. Finance, Actuary, Operations, etc.,) to ensure a cohesive approach to government engagement.Regulatory Compliance:
1. Lead internal compliance reviews in preparation for onsite or offsite examinations/inspections/audits by the ISA and other regulators to CLV.
2. Prepare responses to regulators' ah-hoc requests (e.g. requests for updates, surveys, confirmations, etc.,) by coordinating with the related departments for their inputs.
3. Tracking and analyzing upcoming legislative and regulatory changes, assessing their impact on CLV.
4. Provide and consolidate comments from compliance department on draft regulations.Legislative Monitoring & Analysis
Monitor legislative and regulatory developments impacting life insurance, including solvency requirements, distribution rules, and personal data privacy regulations, consumer protection laws, etc; provide insights and analysis into regulatory potential changes.Other Responsibilities
Undertake other tasks assigned by the direct manager and the company as needed to support the overall compliance and internal control objectives.Qualifications:
  • Bachelor's degree in International Relations, Public Policy, Business Administration, Business Management, Finance, or relevant major
  • 10+ years of experience in government relations or regulatory affairs within financial services industry.
  • Deep understanding of life insurance regulation in Vietnam
  • Excellent communication skills in Vietnamese and English, with the ability to engage effectively with regulators and international stakeholders.
